William T. Flower was appointed as Sheriff of Yuma County by the Yuma County Board of Supervisors on March 16, 1866. Prior to accepting the office of Sheriff, he served as the Probate Judge of Yuma County.

On June 4, 1866, the Yuma County Board of Supervisors appointed the Sheriff as collector of licenses. The board ordered the Sheriff to account monthly with the Treasurer and turn over all moneys collected during the preceding month. The board also ordered that the Sheriff be allowed one dollar for every $100 collected as a fee. In addition, the board ordered that the Sheriff be allowed a fee of $225 or taking a census of Yuma County. The Sheriff’s fee for assessing and collecting property tax of the county was 30 cents for every $100 assessed and collected (BOS Special Meeting minutes).

Flower resigned as Sheriff on December 10, 1866. Colonel Marcus D. Dobbins was appointed by the Board of Supervisors to replace him.

During a Special Meeting of the Yuma County Board of Supervisors held on Friday, January 11, 1867, the Treasurer presented the board the outstanding account of ex-Sheriff Flower for county monies collected. The board ordered that the Clerk notify Flower that “he is requested to make settlement with the Treasurer at once or he will be proceeded against according to the law.”
