Captain Kelly Milner joined the Sheriff’s Office as a Detention Officer on October 28, 2002, after serving in the United States Marine Corps. He served as a Detention Officer until September 2004, when he was promoted to Patrol Deputy and assigned to the Patrol Bureau. Throughout the years, he served as a member of the Special Response Team on the entry team, and later as a team leader of the Critical Accident Response Team and the Explosives and Ordnance Disposal (E.O.D.) team. From July 2008 to January 2012, he served as a motor officer assigned to the Foothills area, where he conducted proactive and selective enforcement details in high-traffic areas or problem areas as needed throughout the County.

On July 12, 2012, Milner was promoted to the rank of Sergeant and assigned as a West County Patrol Supervisor. He was promoted to the rank of Lieutenant on May 3, 2016, and was assigned as the West County Patrol Lieutenant. On January 1, 2020, he was designated the Patrol Bureau Administrative Lieutenant. He served in that position until June 15, 2020, when he transitioned to the Detention Bureau as the Acting Jail Commander. He was promoted to the rank of Captain on September 27, 2020, and became the official Jail Commander.

Captain Kelly Milner is a graduate of the Federal Bureau of Investigation National Academy, Class 289, completed in March 2024 at Quantico, Virginia. In June 2025, he earned a Master of Science in National Security Strategy from the National War College, a premier institution for senior military and civilian leaders. He also holds a Masters Degree in Public Administration with an emphasis in Government from Grand Canyon University.

Captain Milner serves as a Lieutenant Colonel in the Arizona National Guard. Captain Milner is married with three children.
